You seem to be willy-nilly throwing solutions at this problem without
really understanding either one. Based on ChangeLogs from RedHat and
SGI, no major things have changed, and as others have pointed out, the
fam including in distro's *does* work.

t stands for "tar", i.e. a gzip'd or compressed tar file.
Can you start completely over?
Based on rpm versions you've given so far (mysql, xinetd) this sounds
like an older distro.
Is this machine doing other functions, or can you re-install the OS?
