Since the poster doesn't cite any examples of what countries / what legislation, then I could be wrong, but that post looks to me like someone who got the wrong end of the stick about european traffic data retention legislation where logs of data traffic, and not the data itself, must be maintained. Sarbanes-Oxley compliance in the USA might be a reason to archive emails, but it makes more sense to do that at the primary mailserver than at a gateway.
