One reason would be that the alias file would need to be updated and rebuild every time a new ticket was created. If you rebuilt at intervals, users might send mail between the ticket creation and the next rebuild. That mail would be rejected, so the alias update would probably need to happen immediately -- probably as an integrated part of the BTS workflow.
