Making judgements about whether or not something is a "dialup" hasn't been a
useful tool for years, even when you got it right. In this case, you
haven't, and that IP is not a dialup (it's DSL, but as static as a T1 --
just faster).
FWIW, the RDNS exists, and is "fixed", IAW the RFCs. So you may want to
rethink that whole idea...
