No. Courier always issues DNS queries.If your DNS server has a corrupted cache, restarting the DNS server is your only option. There is no other alternative. As long as your DNS server returns crap data, you're not going to go anywhere.
One thing to keep in mind is if there's a delivery failure to a specific domain, in certain situation Courier may need to be restarted. If there's a delivery failure to a given domain, Courier may continue to bounce mail to that domain for a short period of time
