I don't know how Plesk works; I gather it's a web-based UI wrapper around general server admin? I guess you'll have to contact your hosting service, since presumably that's what their tech support is for. If "restarting the VPS" implies a full reboot of the virtual slice and all its services etc., then IMAP should have come back up as well.
