POP3 is explained in http://tools.ietf.org/html/rfc1939. The "optionality" of UIDL and TOP is also mentioned in the short rfc1957. Outlook has always had this kind of problem, even with Exchange servers. I'd suggest to either use IMAP or clear the option of leaving old messages on the server.
