That I don't know. Irrespective of what else you have going on, couriertcpd does track all child processes it starts.
On Linux, a running process's environment can be examined using something like:
tr '\0' '\012' </proc/<pid>/environCheck the actual environment of your running couriertcpd process that's listening on port 143. Perhaps you have more than one set of configuration files scattered in different directories, from older versions, and you've set these limits in the wrong one.
