I tried this.  The load on the system is very low.  I increased the
limits and I could see more delivery processes, but I found that my
Internet connection was already saturated, so this didn't make things
any faster.

Part of the problem is that this particular email contained a 3.5M pdf,
so it was taking forever to deliver each one.  Courier finally finished
with the bulk of the deliveries last night, so things are back to normal
now, but I'd still like to find a solution in case this happens again.
