Limiting the size is not particularly useful since a 3.5M email is fairly normal these days. Limiting the number of recipients would just cause the sender to generate more emails with fewer recipients each. I'm not sure how this would be better. The email that caused the problem was not sent as a single message with 5000 recipients.
