Let's say you've set up the .courier files for this mailing list, but had a typo and your first test message bounced. Courier puts the recipient address into the penalty box, for 1-2 hours. Even if you fix the typo, the address is temporarily blacklisted, and Courier rejects this recipient address until it's out of the penalty box, or you manually void it with "courier clear".
