It looks to me like the issue is not horizontal spacing, but vertical spacing.
Try adding "line-height: 1.5" to the CSS for the navigation line, so when it wraps on a mobile screen there will be extra spacing between the multiple lines.
But I wouldn't worry about spending much time on this. Nothing wrong with making the web site mobile friendly; but, after all, the web site isn't really targeted at mobile devices in the first place.
I think it comes down to 2 issues, what style for the top nav and then that probably demands some rearrangment of those links. The first javascript courier dropdown should go (not bookmarkable or SEF) and

One tentative suggestion is to set up a cheap VPS that specializes in running the latest release of courier and then run these mailing lists from that instance of courier. It kind of seems appropriate to me to manage these courier lists using courier-mlm on top of courier-mta :)
That's possible, of course, but I think that's overkill. The amount of list traffic really doesn't warrant the hassle.
