It reflects that it's a /relatively/ new chunk of code that's been split off into its own package.

For example, I found nothing as convenient as u8_tolower() and
idn2_lookup_u8().  However, using those two calls requires just as many
packages --libunistring and libidn2-- none of which Courier seems to require at
this time.

Courier uses libidn, not libidn2.

Looks like libidn2 is a successor to libidn, so at some point the code will have to be ported over.
