OK, I went through all the users (2100 or so) and toggled the obvious ones
to be read only.  Everyone else can add pages and make edits just like
always.  New users will need to be approved by an administrator and we'll
jump on those requests as quickly as possible to keep the information
flowing.

If you see spam, feel free to clean it up, or revert the page and please let
me know the user and I'll revoke their privileges.
