Most people don't look at the address they're sending to, they just hit
the Reply button.  See arguments passim re reply-to settings on mailing
lists.

That's the right thing to do.  If you have a shit-flinging fight with a
monkey, the monkey will enjoy it and you'll get covered in shit.

Move all the explanatory text to the top, with the list of reports at
the bottom.  There's then a better chance that people will see it before
starting to reply.
