No, there were two ideas running parallel, which is why it might have seemed confusing. The first the boilerplate issue was for those that don't understand the find-a-tester service. This is more for first time authors. New authors do get an initial introduction email, so I'll probably make that one more clear. However, a suggestion was made to allow HTML mail, which would allow me to perhaps do some better formatting, so the view in a mail client would not be cluttered with long links. This would apply to all authors.
