Maybe this is not a wise choice. I personally don't like receiving HTML emails,
specially if I need to forward them with comments.

Gee, please don't do that! :-)
I think it doesn't matter much which way to communicate a FAIL to a developer
on CPAN. Of course the process can be improved, but the truth is, if the
developer is interested in checking what is wrong, he will do it anyway. Or at
least ask somebody else if he/she doesn't have the time or inclination to keep
developing the distro.
That's my two cents.
