Bad idea. Some Catalyst fanboi is spamming CPAN Ratings for similar reasons.

Why's that? If the author wants to send that said module to oblivion,
He/she can do it (all deleted files are in backpan) otherwise this is
spam as well. We're not some Corporate employees that can be controlled
via Management Department you know...

If you want to take over a module for the reasons you described,
İt is possible to contact PAUSE admins and get a co-maintainer 
status.
