"warn" does sound like overkill.

but imagine if a distribution fails its own test suite on all
platforms tested for a year or more, or some other criteria.

Then it might be nice to make such knowledge more known.  If the
author is looking, they will see it.  If the naive are looking, they
will see it.

How about posting ONE bug report each year where the author recommends
that such reports go? It may be programmatic, but I do not see it as
spam.

Maybe there are other better ways. Or different criteria.  Seems to
me, this is what testing is about.
