There are already plenty of modules that will hit the network if it's
set, and even that will do so regardless of whether it's set.

Best practice would be to ask.  However, if you default to No, then you
have to expect the vast majority of CPAN-testers, who aren't going to
know that your module even exists and so won't special-case it in their
test environments, won't run the networky tests.
