There are already plenty of modules that will hit the network if it's
set, and even that will do so regardless of whether it's set.
That other people are breaking a law is no defence in court.
A default of not accessing the network is polite, and as someone already
pointed out, prevents possible alarms ringing (and sessions timing out).
