I would say that "NA" is a good output for something like this. The only change i would make, and will actually make tonight is not to send the actual report over to the list or the author if the test has failed due to a prereq failing. I think it makes a bit more sense this way.

CPAN::Reporter is pretty much agnostic on the topic of good user practice. "NA" pretty much means "failed but for a logical reason". The next version will have a better intro paragraph to help module authors interpret reports they are copied on. Maybe I should tweak the default settings for the "NA" case to be less aggressive at sending the report.
