It looks like your problem is related to the tool that your windows is using to untar the archive. You should try with another one or use the CPS windows installer.

I don't think this has anything to do with the windows archive extractor
(WinRAR).
The same problem occurs on linux using both the tar command line extractor
and the ARK gui. The only difference between the windows and linux
extractions are that linux removes the 0000644 from the file names.
The names are wrong on both platforms.
When viewing the archive contents the file names are wrong in the archive.

I'm sorry but I can't reproduce your problem. I downloaded http://www.cps-project.org/static/src/CPS-3.3.3.tar.gz and uncompressed it on linux using tar 1.13.25, and on Mac OS X, and in both cases the filenames are ok. Furthermore I downloaded the tarball of CPSNavigation HEAD directly from http://cvs.nuxeo.com and the file is ok too.


Zope has seen these kind of reports in the past (long filenames garbled), and it's always been due to buggy Windows unarchivers that don't understand the extended GNU tar format for long filenames.
