You 're right,
I reproduce the problem downloading the cvs tarball of the Public/CPS3, all filenames that are longer than 99 characters are truncated.
This means that the tar format used by cvsweb is 'v7' instead of 'gnu'.
We are going to fix this soon.
In fact we're going to switch from CSV to Subversion soon. We will check that the bug doesn't occur with the new system.
