I don't know if it is *actively* used, but I think it should be possible
to change translations without having to edit files on the filesystem or
overload skin templates... Some people find it enough complicated as it is.
Is it really not possible to provide such an interface?
Maybe in production, it really shouldn't, but this is where it is
actually useful, afaik (for end users).
