It's possible of course, I think a local utility (in the zope 3
sense) is enough, and probably not too hard to do, but it's not
written yet for Zope 2. Then we'd have to have of a way to export it
to .po files too.

Maybe in production, it really shouldn't, but this is where it is
actually useful, afaik (for end users).

I'd like to rip out Localizer to replace it with this, but this
would mean a certain loss of functionality: people won't be able
to go to the ZMI to translate things anymore. Is that
acceptable, or is this functionality actively used? Note that in
production, it really shouldn't.
