Imagine trying to justify this purchase:

OK, we can spend thousands of dollars on a Jaycor device which might
kill any passersby who have pacemakers, burn out the police radios of
the officers deploying it, and do a lot of other collateral damage
(including
making a seized car unsalable).

OR

We can use a string to pull a $50 spikestrip across the road when 
the target car approaches, then pull it out of the way before any other
vehicles pass by.

Cheap, reliable, low-tech is often preferable to expensive, chancy,
high-tech.
