Good point, equally in that there are less (if any) criminal
countermeasures. Any "toss in front" devices assume that other LEAs have
been radioed and are in position. I would imagine that a sufficient amount
of dangerous pursuit would have already commenced. Maybe criminal autos
could be fitted with low-ride cattle guards to thwart any above ground
strip. :)
