countermeasures.  Any "toss in front" devices assume that other LEAs have
been radioed and are in position.  I would imagine that a sufficient amount
of dangerous pursuit would have already commenced.  Maybe criminal autos
could be fitted with low-ride cattle guards to thwart any above ground
strip.  :)

Its much easier than that.  There are foams you can buy in spray cans that 
will set in a few minutes to flexible mass.  Place a tire on a spin-type 
tire balance or put a car up on a lift and spray the foam into the empty 
valve body until it fills a good part of the volume then inflate to the 
proper pressure.  Spin the tires till the foam sets then drive.  This type 
foam has been used by the armed forces to prevent tire deflation in similar 
circumstances.  However, speed ust be kept under about 50 mph to prevent 
to much internal heat buildup due to foam friction.
