Very definitely Yes, and had i two hands i would defend
the point at length.

But, Nestor, I think it of some importance to be prepared
to recognize, when they appear, situations which represent
either (1) an exception to the principles we share here
(probably rare) OR (2) not an instance in which the principles
have no reference whatever -- and it is just possible that
the Borodin case is an instance of the latter. It is merely a
routine criminal case -- being handled in the way the Marc Rich
case should have been handled.

But the kidnapping of Noriega was a particularly outrageous
instance of u. s. violation of the sovereignty of a small nation.
Nestor is right to shout YES in all caps.
