Gerrit allows to define additional voting labels on a project [1].
These voting labels can be mapped to different categories of tests
that can be checked in different build jobs. So you could use the
standard "Verified" label to check if the change doesn't break
the syntax of the model. Another custom label "fullyQualifiedVersion"
could be defined for checking if all referenced artefact versions
are fully qualified.
