It would be possible, but checking that a repo isn't a composite doesn't
validate that its content are immutable. Some repositories contributed
have their content growing (cumulative build output) and some others
have content overwritten by newer build.
The benefit of choosing version is that it keeps your project free to
use whatever mechanism it prefers for publication, composite, "regular"
repositories with single version, "regular" repositories with mutliple
versions... So you don't had effort in releng for your project; instead
you had effort for the contribution to SimRel. It basically keeps the
SimRel work in SimRel rpo, which is IMO more consistent than having
SimRel adding constraints on project's repositories layout.
