Dave, as far as the child analogy, I couldn't verify/discredit that one, but
the best one I ever heard it that a car is like a giant hole in the asphalt
that you can keep throwing money into and theres always room to throw more
money into it.

But I can vouch that it's very rewarding to make ones car faster, and there
is no one way to go about doing so, but here are a few things that might be
common sense, but many people don't follow the "zen order of modifying":

The most important thing to have working properly on your CRX [car] would
have to be the braking system. You might be inclined to go fast, but it's
best to be able to stop faster/easier than one can accelerate.

A close next would be suspension, and suspension plays a crucial role in
stopping, but you'll want to be able to get out of an evasive situation
rather than accelerate.

Then would be the engine mods, because you have the other 2 important parts
to get your car moving/stopping with grace.

And last, and least, if you wanna put stickers/body kits on, only once you
have the power to back it will people take you seriously.

There is always more that's been unsaid, but a good starting point along
with those nice, wide, sticky tires would be some grippy brake pads, then
shocks, and so fourth.
Good luck, and may the rex live long, and rust free.
