Try some PB Blaster.  Not WD-40, that stuff is for repelling water, not
loosening bolts.  The sell it at auto stores, look around for it, its worth
it.  Then use a closed end wrench, but it on the bolt, and tap the far end
with a hammer semi gently.  The shock helps loosen it, like an impact
wrench.  HTH.
