The two are not even on the same circuit. The only real link I see between the two systems is the Hazard fuse/relay which is also used to reset the ECU. The hazard relay also uses G301 and G401 which is also part of the Igniter tests (http://www.crx.org/southcal/tech/igniter/igniter-testing.htm).I read you easy repair of the 1990 CRX igniter in the distributor.Question - When I flash my blinkers the tach jumps with the flashing of the blinker lights. For kicks, have you tried resetting the ECU?
Don't forget to check the grounds too.
