Yes, JDM engines do not have US EPA certification tags. Therefore, they must be verified that they have the necessary equipment to meet federal standards. If a motor is not complete, let's say a shortblock, then it is considered as engine parts. However, if it has all the components which include the intake and fuel injection, then it is considered as a complete engine and must have US EPA certification tags. The exception is that it enter the country as a race only engine. Some affidavits and possibly bonding may be required before even a race or experimental engine is allowed to enter the country. You need to consult your regional customs office at the point of entry before importing any JDM parts as an individual. Parts importing companies receive some type of leniency from customs. So they have an easier time getting engines thru. They usually get the benefit of the doubt when it comes to the fine line of determining whether it meets entry requirements under one category or another.
