There are several bolts holding it on, but there are also other spotwelds.
This is on a 90 so it may be a little different on an 89. I doubt you
removed this piece. You may have removed the piece that the hood latch is
attached to. That is a separate piece that can be taken out separately.

I think Fred may be correct on this. A quick look on Majestic Honda's web site shows that it can be ordered for $82.22 (USD) (List, $109.63). From the exploded diagram, it suggests that there are two bolts (along with the center vertical brace) that hold it in. It even shows that the front bulk section (which has the lower cross member) can be ordered as a whole for about $218.68 (List, $291.60).
