Personally, I don't buy that in the Microsoft case, for two reasons:

(1) it takes a lot of time until a link gets examined by the system or
an operator or whoever is issuing the requests

(2) they only do HEAD requests, which do not give any in terms of
(spam/malware protection) relevant information about the websites contents.

Of course, it's possible that Microsoft just didn't do a great job in
building that system.
