My gut tells me NO. Existing governance points things in a different
direction. (Existing governance is not codified, but we have an idea about
it from participation in the project over the years).
Maybe we can change that to a YES for breaking bugs and sec vulns, like
CVE-2015-2141.

What I'm not clear on is the bug tracker. Fortunately, Crypto++ does not
really suffer them (or at least not at the frequency other projects suffer
them).
The home page tells us:
If you wish to contribute a bug fix or new feature to Crypto++, please
post it to the mailing list if its a small patch. Contact Wei Dai
directly
if the amount of code is more substantial.
Sourceforge had Tracking, but it was not really utilized and caused
confusion because the homepage tells us to do something else.
Feature requests are separate in my mind's eye, and I think Crypto++ could
benefit from one. I resisted a "Feature Request" wiki page because it could
cause more confusion with users.
We'll have to see where Wei wants to go with things. Maybe part of it will
be to use Patches as a staging area
