I can reproduce this in MingW32.

As a workaround, use the following Patches:

This only fixes the symptom, reporting button 24 as button 1 and so on,
and may be off by one, b/c I didn't know whether to use 1 or 0 as first 
button number.

If you use CEL, there is a joystick patch in the cel patch tracker, too.
