I actually did grass like in oblivion (it was based on Speed Grass if
my sources are right). I wasn't impressed (as a programmer, not as an
artist). Each grass piece was made from beginning to the end as a billboarded
quad (in CS you had several LOD levels). Similar to CS it was divided
on regions, and each region was cooked as one geometry.

The problem with CS way, was the fact that the blades positions was
constantly changed (because of terrain LOD) - which made it work slower.
Make grass engine ignore this limit, and it will work much faster.

PS.
As you can see, no one will make that niftools thingy for you. My
advice: make it yourself, or pay someone to do this, but please *stop
writing about it*.
