What is your goal exactly?
The plugins generally use one config file with plugin specific options.
But when you use an app specific config file, or command line options,
you can change any config options. My opininon is, that the name of
the loaded .cfg files are unimportant and irrelevelant.
You can't use directly OpenGL commands. 3d Engines, like CS hide these
commands
and provide you a higher abstraction level. This is one of the goals, when
somene creates
a 3d engines.
