No.
You can see what plugins are found by passing the '-verbose' (note: the
omission of the "=-scf" typically also given is _intentional_).

If the VC project is generated by the VC project generation ('jam
msvcgen') everything necessary to have the .csplugin file embedded
should be set up in the project. (Make sure the .csplugin file is named
correctly - it has to have the same name as the target given to the
"Plugin" Jam rule. Also, note that the VC projects need to be
regenerated if the .csplugin file changes.)
However, embedding is not a necessity; you can simply put the .csplugin
file alongside the plugin .dll (so you have myplugin.dll and
myplugin.csplugin in eg your app directory) if you can't figure out why
embedding doesn't work.
