As such this is not a bad idea and it is in fact something that we have done a few times in the past already. However, as usual things are not that simple. It is a bit hard to decide which modules are not part of the core and then a harder problem is to decide what to do with those modules that are not considered core? If we move them to some other repository (like CSEXTRA) they run a very high risk of getting outdated and removing them like that will be problematic for some people.
