One of the last things createproject.sh does is invoke autogen.sh (in your project directory), which runs autoconf to generate configure from configure.ac. You may be able to install Autoconf via the msys packaging system (but I can't tell you how since I haven't looked at it in several years; the mingw/msys website should have instructions). If not, if you have access to Linux or Mac, run autogen.sh there in order to generate configure.
