Yes, it was after using set_steam_guard_code and then logging in successfully.
The error persisted after restarting the tool and logging in (successfully) again. I was only able to get it to work after disabling Steam Guard on my account temporarily. It also works fine now with Steam Guard re-enabled. I am also unable to reproduce the issue trying again with steamcmd in a clean directory. It works fine after setting the steam guard code.
