Probably because the exec comand by default refers to the cfg folder *exec <filename> [path id]: execute a script file* Not sure what [path id] means but you can try *exec gamemodes_server.txt ../ * or simply cerate a copy of gamemodes_server.txt in the cfg folder and do *exec gamemodes_server.txt*
