Thats not the issue. Problem is that the ban applies ONLY to official valve servers, not to any community servers. This leaves them free playground to go on. Vac bans apply to all servers and if he is chating, why valve handles them with silk gloves? To not alienate the players from this game? This shows pretty clear sign of community servers being treated poorly vs official ones and cheating not being such a bad offence after all.
