What is more disturbing to me is how different servers behave, even after a
fresh installation.

2 of our servers are working "as expected". If no players are present, it
loads a map that is not in our collection with one player on it (cvar to
allow other maps). The map includes bots, as defined by the gamemode
configuration. Then sometimes a lot of players join (if its a popular map),
and sometimes the player just leaves. Then after some time the server
reverts back to its cycle (next map in collection) and new players join.

On the other hand some of our servers have developed very strange
behaviors, to the point that I had to revert back to the old map load
method. Sometimes even a very popular map (fy pool day) would stay empty a
whole day, but after a server restart, the same map, gets an instant
playercount of 16 players! Then after they leave I got 10 bots in the game
(4 defined by config)!

Some other strange one-time events happened that shouldn't..

I'm not sure what's happening here, maybe the 1.6 ghosts are active here :P
