Just a hint relation to this, get workshop related off from server startline and it goes up just fine. People can play and access it after that just fine.

With Valve you have to realize that it's a big company, there's lots of bureaucracy and there's no one telling anyone to fix this and do that. There is no management. They will fix or implement what they see necessary and there are priorities for everything. You just need to prepare things happening on their own pace or in most cases - in your dreams (if it's something you demand or request).
